Governor's Executive Order #7-" I" overrides Home Rule, permits Boards of Finance if directed by Board of Selectmen,

to make the final decision on FY'21 budget because of COVID-19.  And Exec. Order 7 "HH" mandates that Finance Board
replace ATBM and Referendum. 


     
Delay in payment of property taxes:  Discussed at Special Board of Finance Meeting July 9, 2020 at 6pm
How will the Finance Board handle the delay (possibly) in payment of property taxes created by Exec. Order/COVID-19 measure?

ZERO INCREASE IN MILL RATE;  Non-partisan decision adding @$660,000 from surplus, cut three items in Capital Budget.
May 21, 2020 at 7:30pm Finance Board to hold "virtual" meeting for further discussion...and on June 8th (see above)...
NO DELIBERATION MEETING yet - May 7th was discussion only about what could be done to make an honest budget:
  1. Cut to zero and use FY'20 surplus for next year (FY'21) in new separate account.
  2. Cut to zero, save FY'20 surplus by putting back into the Town surplus;
  3. Leave Town, School & Capital budgets as is (1.39% increase) and NOT demand that surplus be returned.

No agreement because they did not have a handle on what new education and other mandates would be.  End of May decision.


 

Our members Jeff, Rone and Greg are totally engaged and have many questions - and understand.
At April 7th virtual meeting, they asked for consideration of zero increases to the budget, although 1.39% was a
big improvement on what had originally been proposed by both Town and Schools prior to COVID-19...

THE WESTON BUDGET PROCESS NOW TOTALLY IN THE HANDS OF THE BOARD OF FINANCE...



At "Speak Up 2020" this year, Senator Hwang eloquently spoke of the need to address Connecticut's future URGENTLY
Also Stephan, noting he has been to six Speak Ups on stage - 3 from P&Z and now 3 with Selectmen, and never said anything -
but this year he couldn't let discussion of the school budget throw cold water on why the schools in Weston are so special...
being small, the total student body grows up together and that is rare.

Weston is a family.

  100 fewer come out to vote in Referendum (could have fit into WHS auditorium).
Was there a quorum of 130 or more this year at Annual Town Budget Meeting?  NOPE.

POST LABOR DAY AM-PM MEETINGS BEGINS AT 9AM
Stephan leads discussion of Town Plan update and strongly favors the efforts of P&Z to take a look at tweaking the Plan,
while not throwing away those elements of zoning that have made Weston CT the place it is.. 

NOTE:  Stephan resigned his position on A.L.T. Board in Oct. 2018, as mentioned at the Jan. 14, 2019 P&Z 8-24 on Fromson-Strassler.

No quorum at ATBM.  Budget passes 3-1 with 9% turnout.  Dog Part got 25% turnout.


SPECIAL TOWN MEETING ADJOURNED TO THE MACHINES IN TOWN HALL MEETING ROOM
Stephan had recused himself from the issue of the Dog Park, after initial Selectmen's meetings, citing perceived conflict of interest.


  
GUESS WHAT?  The Environment Committee - SB103 was JF'd to the floor for a statewide ban...
Feb. 1, 2018 Board of Selectmen and Selectmen's Review of School Budget (2-6-18)
During debate on the matter of proposing a fracking ordinance, Stephan points out that the wording proposed by its advocate at the
previous Selectmen's meeting was intended to be included in all contracts.  In addition his concern is for wasting town resources on a
matter that did not pose an immediate threat. 2-1 to send the draft to Town Attorney for review.


DOGS JUST WANT TO BE DOGS
Is it a question of preserving linked parcels of open space v. a dog park?  Stephan thinks not.  Suggesting shared parking.
No more paving over Weston - that's something we all agree about!  Applause followed.



 

ELECTED NOV. 7th, Stephan now the Republican Selectman!  Calls for implementation review of Town Plan ideas!

There are three big dates mentioned for the public - those within circles are opportunities to speak in public:

Other dates are for the First Selectman to remember (First Selectman is in charge of producing an operating budget and conducting
reviews of town department budgets to present to the Board of Selectmen); as well as Capital Budget Committee recommendations for
Town and School requests for long term, but not bonded, capital projects.



Expect the Board of Selectmen to consider any number if ways to minimize increases to the tax burden on voters.

2017 ATBM had no quorum (107 present instead of 130); Nina calls in the numbers to FORUM

At Referendum 2017 all three budgets passed with 580 voting:
507-71 (2 not voting) - Town;
483-97 - School
493-85 - (2 not voting) - Capital

2016 REFERENDUM FOLLOWED A.T.B.M. - THAT HAD A QUORUM THIS YEAR! 

All three budgets pass:  533 - 40 (Town);  509 - 63 (School);  526 - 47 (Capital). 
Referendum votes from after A.T.B.M. plus Thursday's Referendum voting = 575

Bravo Nina and Dennis for rebounding from having school budget go down in 2015!!!
